She originally plan to give it 30%, since the other gods didn't want to give too much (and some didn't give any at all), all of the other God's powers only equalling about 5% of the Enkidu's power, while Ishtar wanted Enkidu to get a bit more, since this one needed to fill in the Power hole that Gil dying left in Uruk. But, in the process of handing over some of her power, she accidentally gave this Enkidu a bit too much of her power. Once she had everyone agree, Ishtar came together with them and started giving this Lump of clay a shape, and the power of these other gods, plus her own. Looking at Enkidu's clay, she remembered what happened with Enkidu originally, and was furious, so she decided to ask other Gods for some help, to give this Clay some of their power in order to give it some of the power to equal what Gilgamesh had, while she decided to use her Divine energies to control Enkidu while Enkidu's Original parents also gave some of theirs, but much less so, since they needed to remake the clay into Enkidu. And looks to the clay the gods used to make Enkidu. Once that happens, Ishtar realized that she needed to put somebody in power to replace Gilgamesh, since she genuinely did not wanna cause this. The creation of this Enkidu starts inside the start of a Lostbelt, where in Gilgamesh and the Original Enkidu's great battle with the Bull of the Heavens, Gugalanna, the battle was lost by Gilgamesh and Enkidu, where Gilgamesh died, and Enkidu returned to a lump of clay.
